I can make a picture ending with .icon but when I want to change the old icon to the new one, it will not replace the old one. What am I doing wrong?

I have tested the application and it works normally. I opened an executable to extract an icon, then saved the icon as .ICO. After this process, I right clicked another application and used Properties > Change Icon. Selected the new icon and it works normally. To see the immediate effects, press CTRL + Shift + ESCape. Locate Explorer in the process list and end it. Then go to File > New and write explorer.
